The OTD Objective

The objective of University of Oklahoma Office of Technology Development is to stimulate the creation of intellectual property and manage the resulting assets in support of the mission of the University of Oklahoma: to provide the best possible educational experience for our students through excellence in teaching, research and creative activity, and service to the state and society.

Anil Gollahalli

Anil GollahalliAs university vice president for Technology Development and assistant general counsel for the university, Anil Gollahalli directs the commercialization operations of the OTD and provides intellectual property counsel. A Norman native, he returned to OU in 2006, after practicing law in Dallas, first with Jenkens & Gilchrist P.C. and later Morgan Lewis & Bockius LLP. Gollahalli has extensive experience in the intellectual property fields of patent, copyright and trademark law, and has additional expertise in licensing.

Gollahalli earned his chemical engineering degree from OU in 1997 and his law degree from the University of Chicago in 2000. After law school, he served as law clerk to the Hon. Lee R. West, U.S. District Court for the Western District of Oklahoma. Gollahalli also is licensed to practice before the U. S. Patent & Trademark Office and is active in the American Bar Association and American Intellectual Property Law Association.

Joel D. Martin

Joel D. MartinAs Associate Vice President and Executive Director of the office of Commerce Information and Venture Opportunities (CIVO), Joel D. Martin serves with an emphasis on marketplace information and external relations management.  As a meteorologist and a career Air Force officer, Martin brings 25 years of distinguished service and experience to the university.  CIVO represents institutional and research enterprise interests while simultaneously building relations for the University of Oklahoma and identifying operational needs in the marketplace. Its’ mission is to seek opportunities based on university research capabilities and engineer relationships and opportunity alignments for success.

He earned his commission through the University of Oklahoma’s Air Force ROTC program in 1977, where he also earned his Bachelor of Science degree in Meteorology.  In 1988, Martin earned his Master of Science degree in Tropical Meteorology from Colorado State University. Additionally, he is a graduate of Squadron Officer School, the Air Command and Staff College, and the Air War College, all at Maxwell Air Force Base, Alabama, and a 1999 graduate of the Air Combat Command Squadron Commander Course.

Col. Martin has received numerous honors during his career in the military, including the Legion of Merit, Meritorious Service Medal with five oak leaf clusters, Joint Service Commendation Medal, Air Force Commendation Medal with one oak leaf cluster, and the Air Force Achievement Medal. Col. Martin also received the American Meteorological Society’s highest award for public service when he received the Francis W. Reichelderfer Award for distinguished public service contributions by personnel of the weather services in January 1991.

Colin FitzSimons

Colin FitzSimonsAs executive director of the Intellectual Property Management Office, Colin FitzSimons manages the process of moving OU intellectual property toward commercialization. Prior to joining IPMO in January 2007, FitzSimons spent 10 years in the information technology field. He served as a senior consultant for INX Inc., manager of the Network Engineering and Voice Networks Departments for Banco Popular, consultant for the Burwood Group, and network engineer for Arthur Andersen. His areas of specialization include operations management, project management, and design/implementation of large-scale data and voice networks.

FitzSimons holds a Bachelor of Science degree in neuroscience from Trinity College in Hartford, Connecticut.

Daniel Pullin

Daniel PullinAs associate vice president for business development and executive director for CCEW, Daniel Pullin coordinates the CCEW’s efforts to broaden exposure to the entrepreneurial process, provide interested students the opportunity to engage in real-world business enterprise, and accelerate the move of OU technology into the marketplace.

Pullin previously worked at Hicks, Muse, Tate & Furst, a private-equity firm specializing in leveraged buyouts, and McKinsey & Company, a global strategy consulting firm.

He holds undergraduate degrees from OU in finance and accountancy and an MBA degree from Harvard Business School.

Gretta Rowold

Gretta RowoldAs University Export Control Officer and Facility Security Officer, Gretta Rowold serves as an interface between the University of Oklahoma and the United States Departments of Commerce, State, and Treasury. In this role, she addresses the issues that arise under the Export Administration Regulations (EAR) and the Internal Traffic in Arms Regulations (ITAR), as well as the Office of Foreign Assets Control (OFAC). Additionally, as the FSO, she administers the provisions of the National Industrial Security Program Operating Manual (NISPOM) published by the United States Department of Defense.

Prior to joining the University of Oklahoma in 2006, she was employed by Argonne National Laboratory, a Department of Energy laboratory managed by the University of Chicago, in Argonne, IL. She served as an Export Control Analyst in the Security and Counterintelligence Division and also as the laboratory’s Material Protection Control & Accounting Export Manager.

Rowold earned a Bachelor of Arts in English from the University of Central Oklahoma in 1997 and followed with a Juris Doctor from the University of Oklahoma’s College of Law in 2004. She has bar licenses in Oklahoma and Illinois and is a member of Society for International Affairs, The American Bar Association’s Export Controls and Economic Sanctions Committee, and the Oklahoma Bar Association. Rowold is also a member of the University of Oklahoma’s President’s Associates Program.
