The OTD Objective
The objective of University of Oklahoma Office of Technology Development is to stimulate the creation of intellectual property and manage the resulting assets in support of the mission of the University of Oklahoma: to provide the best possible educational experience for our students through excellence in teaching, research and creative activity, and service to the state and society.

Director, Marketing and Public Relations
As University Vice President for Technology Development and Business Development, Daniel Pullin directs the commercialization operations of the OTD and manages Business Development efforts for the University including the administration of OU’s Center for the Creation of Economic Wealth (CCEW). CCEW provides an interdisciplinary environment where researchers, entrepreneurs and students collaborate to grow and diversify Oklahoma’s economy through the nurturing of technology-based enterprises.
Prior to joining OU in 2006, Pullin served as vice president of strategy and business development for Home Interiors & Gifts, a $500 million manufacturer and direct seller of consumer products, where he established a new division focused on product sales to fundraising organizations, served as director of operations for the company’s retail group, and led the company’s merger and acquisition, intellectual property licensing and product development activities.
Pullin previously worked at Hicks, Muse, Tate & Furst, a private-equity firm specializing in leveraged buyouts, and McKinsey & Company, a global strategy consulting firm.He holds undergraduate degrees from OU in finance and accountancy and an MBA degree from Harvard Business School.
Joel D. Martin
As Associate Vice President and Executive Director of the office of Commerce Information and Venture Opportunities (CIVO), Joel D. Martin serves with an emphasis on marketplace information and external relations management. As a meteorologist and a career Air Force officer, Martin brings 25 years of distinguished service and experience to the university. CIVO represents institutional and research enterprise interests while simultaneously building relations for the University of Oklahoma and identifying operational needs in the marketplace. Its’ mission is to seek opportunities based on university research capabilities and engineer relationships and opportunity alignments for success.
He earned his commission through the University of Oklahoma’s Air Force ROTC program in 1977, where he also earned his Bachelor of Science degree in Meteorology. In 1988, Martin earned his Master of Science degree in Tropical Meteorology from Colorado State University. Additionally, he is a graduate of Squadron Officer School, the Air Command and Staff College, and the Air War College, all at Maxwell Air Force Base, Alabama, and a 1999 graduate of the Air Combat Command Squadron Commander Course.
Col. Martin has received numerous honors during his career in the military, including the Legion of Merit, Meritorious Service Medal with five oak leaf clusters, Joint Service Commendation Medal, Air Force Commendation Medal with one oak leaf cluster, and the Air Force Achievement Medal. Col. Martin also received the American Meteorological Society’s highest award for public service when he received the Francis W. Reichelderfer Award for distinguished public service contributions by personnel of the weather services in January 1991.
Colin FitzSimons
As executive director of the Intellectual Property Management Office, Colin FitzSimons manages the process of moving OU intellectual property toward commercialization. Prior to joining IPMO in January 2007, FitzSimons spent 10 years in the information technology field. He served as a senior consultant for INX Inc., manager of the Network Engineering and Voice Networks Departments for Banco Popular, consultant for the Burwood Group, and network engineer for Arthur Andersen. His areas of specialization include operations management, project management, and design/implementation of large-scale data and voice networks.
FitzSimons holds a Bachelor of Science degree in neuroscience from Trinity College in Hartford, Connecticut.
Cameron McCoy
As Director of Marketing and Public Relations for the University of Oklahoma’s Office of Technology Development, Cameron McCoy is responsible for brand development and marketing for all OTD entities, including marketing of the University’s IP Portfolio. Prior to joining the University of Oklahoma family in August 2007, he developed his marketing skills as Regional Director of Business Development for Simon Property Group, and as a Senior Marketing Manager for TXU Energy in Dallas, TX. McCoy also served eight years in the US Army as an Officer in Military Intelligence and Infantry.
Originally from Oregon, McCoy holds Bachelor of Arts degrees in History and Social Studies as well as a Bachelor of Science in Architectural Studies from Washington State University. He is currently progressing towards a Master of Arts degree in Leadership Studies at Gonzaga University.
