The OTD Objective

The objective of the Office of Technology Development is to stimulate the creation of intellectual property and manage the resulting assets in support of the mission of the University of Oklahoma: to provide the best possible educational experience for our students through excellence in teaching, research and creative activity, and service to the state and society.

Jim Bratton

Jim BrattonJim Bratton serves as Assistant Vice President of Economic Development and the Executive Director of the University of Oklahoma's Office of Technology Development (OTD), managing the process of moving OU intellectual property toward commercialization.

Prior to joining the University of Oklahoma, Jim was CEO of IP2Biz, an intellectual property search firm. Jim also worked for over a decade in Venture and Private Equity and has invested in and advised over thirty companies in a variety of sectors including Wireless Communications, Fabless Semiconductors, Optical Components, Communications, Software and Medical Devices. Jim began his career with BFGoodrich Aerospace managing operational and customer support resources for commercial airlines in Europe, Africa and the Middle East.

Jim is a graduate of Sewanee: The University of the South with degrees in Economics and French. He holds a masters degree in Business Administration from Duke University.

Gina McMillen

Gina McMillenAs Director, Office of Technology Development, Gina McMillen manages the process of commercializing intellectual property originating from the Health Sciences Center.

Dr. McMillen brings a combination of research, corporate and start-up company experience. Prior to joining OTD in November 2008, Dr. McMillen spent 9 years working for Oklahoma start-up companies. She managed operations of JK Autoimmunity, Inc., (1999-2004) and served as Ekips Technologies Inc. Veterinary Medical Director (2004-2008) where she was PI on several SBIR grants and oversaw company efforts to develop a rapid breath test to assess bovine respiratory health. Additionally, she has held previous positions managing veterinary clinical research with SyntroVet Inc. (1995 to 1997) and Heska Corporation (1997 to 1999) involving projects ranging from early proof of principal concepts to post-approval marketing studies.

Dr. McMillen earned her B.S. degree in Agriculture from Kansas State University in 1987, Doctor of Veterinary Medicine from Kansas State University in 1989, and a PhD in Microbiology from Kansas State University in 1995.

Kennon M. Garrett

Kennon GarrettKennon M. Garrett is the assistant director of the Office of Technology Development at OU’s Health Sciences Center. He joined OTD in 2004 and has been on the faculty in the Department of Physiology at the OU Health Sciences Center since 1990. Garrett previously worked in the Medical Research Division of American Cyanamid Company. His industrial and academic research background is in the field of neuropharmacology.

Garrett holds a bachelor’s degree in chemistry from the University of Texas at Austin, MBA degree from the University of Oklahoma and doctorate in pharmacology from the University of Texas Health Science Center at San Antonio. He is a member of the American Society for Pharmacology and Experimental Therapeutics, Society for Neuroscience and Association of University Technology Managers.

Blake Gudgel

Blake GudgelBlake Gudgel is the Director of Business Development for OU's Office of Technology Development. In this role, Blake interfaces with industry to transition university IP into the market place.

Prior to joining OTD, Blake spent 6 years in industry working in and with start-up and early stage technology companies. During this time, Blake worked with executive management teams to develop and implement strategies for technology commercialization. On the implementation level, Blake lead business development efforts including in-and-out licensing, corporate partnerships, business modeling, venture financing, government relations, regulatory strategy, and international market expansion. Blake has worked across several technology sectors in the US and abroad including neuro-controlled prosthetics, co-generation energy, medical devices, military robotics, tech-education platforms, specialty pharma, web, and agro-tech.

Blake received degrees in Entrepreneurship/Venture Management and Marketing from the University of Oklahoma.

Chris Corbett

Dr. Chris Corbett serves as Intellectual Property Specialist for OU's Office of Technology Development. Chris joined the University in January, 2013 after 21 years of private practice in Oklahoma City's oldest IP law firm. As one of Oklahoma City's longest-practicing patent practitioners, Chris has a deep and extensive background in patent application drafting and prosecution. He has written and/or prosecuted well over 1,000 patent applications in the diverse fields of biotechnology, pharmaceutics, chemistry, chemical and materials engineering, medical devices, semiconductors, and mechanical devices. Chris is active on the main campus in Norman, the Health Sciences Center in Oklahoma City, and the Schusterman Center in Tulsa, meeting with inventors, drafting applications, and interfacing with the University's outside patent counsel during patent prosecution.

Dr. Corbett holds B.S and M.S. degrees in botany and plant physiology from Oklahoma State University in Stillwater, and a Ph.D. in animal population ecology from the University of California, Davis. He passed the patent bar in 1992 (Reg. No. 36,109) and is registered as a patent agent to practice before the U.S. Patent and Trademark Office.

Regina K. McNabb

Regina McNabbAs the Office of Technology Development's technology transfer administrator, Regina McNabb oversees all technologies for the university.  She is responsible for reviewing and tracking technologies; working with and monitoring patents, copyrights, trademarks and licenses for the university; and reviewing and negotiating technology transfer issues in research agreements.  

McNabb joined OU in 1996 and, prior to her appointment in OTD, worked in the Office of Research Administration and Proposal Services.  She holds a bachelor of business administration degree from OU.

Ruth Ann Shaffer

Ruth Ann ShafferTechnology Transfer Administrative Assistant for the Office of Technology Development Ruth Ann Shaffer joined OTD in September 2005.  She came to OU from Illinois, where she worked for a K-12 public school district for 13 years. 

Shaffer holds a bachelor’s degree in psychology with a concentration in social work from Hood College in Frederick, Md. She is currently on the personnel policy committee for a second term.
